“a qualified neutral person”; if child was withdrawn from public school, the first test must be administered at least 18 months after child was withdrawn; children with disabilities are to be evaluated as per their individualized education plan

Annually administer and retain a state approved standardized test by a qualified person or have the child evaluated by a certified teacher currently working in the field of education. |
